This classification was established for investigations under the Foreign Corrupt Practices Act of 1977. This act prohibits American corporations or individuals from making payments to foreign officials, foreign political parties, or foreign political candidates for the purpose of obtaining foreign business. The law requires that the intelligence community make annual reports to Congress concerning such activities. The FBI shares investigative jurisdiction with the Securities and Exchange Commission. The FBI conducts all investigations of business or individuals not regulated by the Commission.

The FBI established this classification when it assumed responsibility for ascertaining the protection capabilities and weaknesses of defense plants. Each plant survey was a separate case file, with the survey, supplemental surveys, and all communications dealing with a plant insofar as plant protection was concerned, filed together.
